Denmark's Emergency Services Conduct Trial of the SINE Critical Communications Network

In February, Kalundborg Refinery witnessed a flurry of activity as emergency services, including personnel from the refinery itself, Central and West Zealand Police, West Zealand Fire Service, and the Emergency Management Agency, engaged in a comprehensive emergency drill. Over 160 individuals participated, focusing on enhancing cooperation and communication between the refinery's internal emergency services and local emergency responders.


The exercise, which involved extensive utilization of the SINE TETRA radios, encompassed various unfamiliar scenarios, all characterized by complexity and demanding seamless coordination and radio communication.


Mikael Rahn, Police Commissioner and SINE officer at Midt- and Vestsjælland's Police, underscored the critical role of SINE radios in emergency operations. "The SINE radios are an important tool in emergency operations," he emphasized, highlighting the significance of proper communication protocols, including the use of designated talk groups, concise messaging, dispatch terminology, and phonetic alphabet usage.


As Denmark's largest refinery, Kalundborg Refinery processes millions of tonnes of crude oil, condensate, and mixed products annually. The refinery's connection to SINE, facilitated under an emergency management recommendation from West Zealand's Fire Service, enables swift communication between internal emergency services and external authorities in the event of a major incident.


Moreover, certain large facilities in Denmark, such as airports and major corporations, have been allocated fixed accident site sets within the SINE network, streamlining communication channels for emergency responders.


"In the event of incidents at Kalundborg Refinery, we use a fixed accident site set," explained Mikael Rahn, detailing the pre-established talk groups on SINE that facilitate coordinated communication among emergency management personnel from the police, rescue services, health services, and the refinery's internal response team.


The Kalundborg drill serves as a pivotal exercise for refining collaboration between the refinery and local emergency services. Insights gleaned from the exercise, particularly regarding SINE communication, are currently under evaluation to further enhance preparedness and efficiency for future emergencies.
